As dozens of special needs children from China spilled out into the airport arrivals lounge, Audrey Shook scanned the crowds looking for one little face in particular.  While many of the children, all abandoned by their birth parents, would be staying for a four-week holiday with their foster families in Texas, the Shook family had already decided that six-year-old Lucy would be part of their family forever and started the adoption process.
